The RDS has reviewed its past intervention policies and outputs from social action programs targeted at tribal and Dalit communities. Representatives of all stakeholders conducted an in-depth review, with participation from outside experts. The review led to specific suggestions and recommendations by the committee, as outlined below.
Upgrading organizational capacity with modern logistics and skilled personnel
Implementing need-based changes to structures, systems, and processes
Developing programs based on theoretical frameworks and feedback
Creating a "Perspective and Program Plan" for the coming decade
The perspective plan was collectively adapted by RDS and stakeholders at all levels. A participatory and rights-based approach was developed.
In January 2004, the RDS board formally approved this process and plan for a new approach. Team members and partners identified priority themes.
Following pilot field visits in May 2004, a facilitation instrument was developed collectively in January 2005, with ongoing collaboration between coordinators and grassroots leaders.
