Purpose and Process

3.1 Purpose

The RDS has reviewed its past intervention policies and outputs from social action programs targeted at tribal and Dalit communities. Representatives of all stakeholders conducted an in-depth review, with participation from outside experts. The review led to specific suggestions and recommendations by the committee, as outlined below.

  • Upgrading organizational capacity with modern logistics and skilled personnel.
  • Implementing need-based changes to structures, systems, and processes for improved capacity and innovative collective action approaches.
  • Developing programs based on theoretical frameworks, informed by past actions and feedback.
  • Creating a "Perspective and Program Plan" as a roadmap for the coming decade, focused on tribal rights, land and water rights, social inclusion, and community empowerment.

3.2 Process

The perspective plan was collectively adapted by RDS and stakeholders at all levels. A participatory and rights-based approach was developed to align with practical needs and organizational responsibilities.

In January 2004, the RDS board formally approved this process and plan for a new approach. Team members and partners identified priority themes and intervention areas, sharing the plan at the Annual General Meeting with the larger RDS family, including community representatives, volunteers, and staff.

Following pilot field visits in May 2004, a facilitation instrument was developed collectively in January 2005. Throughout the process, RDS coordinators and grassroots leaders collaborated to assess the impact and relevance of ongoing activities and refine emerging perspectives.
